PROPOSED DE AAR SOLAR ONE PHOTOVOLTAIC POWER PROJECT, NORTHERN CAPE

Description:

Scoping and EIA process for the proposed development of the De Aar Solar One Photovoltaic Power Project near De Aar in the Northern Cape. Business Venture Investments 1421 (Pty) Ltd is proposing to develop a photovoltaic power plant and power line on Portion 3 of Farm Hartebeestplaats 135, located approximately 6 km south-east of De Aar. The proposed project would consist of a 25-30 megawatt peak alternating current (MWp AC) capacity plant. The plant would be connected to the existing Hydra substation via a 132 kV overhead power line.

Status:

On 21 January 2013 the Department of Environmental Affairs (DEA) issued an Environmental Authorisation (EA) (also dated 21 January 2013) for the project in terms of NEMA. This gives Business Venture Investments 1421 (Pty) Ltd authorisation to develop the proposed 30 MW De Aar Solar One Photovoltaic Power Project on Portion 3 of Farm Hartebeestplaats 135.

No appeals were received during the statutory appeal period.

Since issuing of the EA, the advancement in the PV technology made it possible for a 60 MW plant to be constructed on the approved project footprint.  An EA Amendment Application was thus submitted to DEA in order to amend the approved project description to allow for a 60 MW plan instead of a 30 MW plant.

On 30 June 2014, DEA made a decision and issued the Amended EA for the project.  The EA was amended to change the generation capacity of the facility from 30 MW to 60 MW.  The orignal EA and Amended EA are both available for download below.

Any person who wishes to appeal against the Amended EA must lodge a Notice of Intention to Appeal with the Minister within 20 days of the date of the Amended EA (i.e. 30 June 2014).  A Notice of Intent must be lodged by means of the following methods:

By hand: Attention: Mr Z Hassam, 2nd Floor, Fedsure Building, North Tower, Cnr Lilian Ngoyi and Pretorius Streets, Pretoria

The appeal must be submitted within 30 days after the lapsing of the 20 days provided for lodging of the Notice of Intention to Appeal.  Appeals must be submitted to Mr Z Hassam at the above addresses and fax number.

Please note that should you wish to appeal, the appellant must serve on the applicant, within 10 days of having submitted the Notice of Intention to Appeal with the Minister, a copy of the Notice of Intention as well as a notice indicating where and for what period the appeal submission will be available for inspection by the applicant.  The applicant's contact details are as follows:
